Orta \u00f6\u011frenimini babas\u0131n\u0131n g\u00f6revli olarak bulundu\u011fu G\u00fcm\u00fclcine ve Bursa&#8217;da tamamlad\u0131. M\u00fclkiye-i \u015eah\u00e2ne&#8217;ye (Siyasal Bilgiler Fak\u00fcltesi&#8217;ne) kaydolarak buradan mezun oldu.<\/p>\n<p>\u0130lk memuriyeti 1878 y\u0131l\u0131nda tayin oldu\u011fu K\u00fctahya Sanca\u011f\u0131 muhasebe kalemindeki g\u00f6revidir.Bir y\u0131l \u00e7al\u0131\u015ft\u0131ktan sonra istifa ederek buradan ayr\u0131ld\u0131.1 Kas\u0131m 1884 tarihinde Devlet \u015e\u00fbras\u0131&#8217;nda birinci s\u0131n\u0131f &#8220;m\u00fcl\u00e2zim&#8221;oldu.1 May\u0131s 1886 tarihinde ayn\u0131 maa\u015fla Maliye Nezareti Kupon Kalemi&#8217;ne nakloldu.1 May\u0131s 1887&#8217;de ayn\u0131 kurulu\u015fun Muh\u00e2kemat Dairesi m\u00fcl\u00e2z\u0131m\u0131 oldu.D\u00fczenli bir \u015fekilde terfi ederek 25 Ocak 1894&#8217;de M\u00fclkiye Dairesi birinci muavinli\u011fine getirildi.15 Nisan 1899&#8217;da Devlet \u015e\u00fbras\u0131 Bidayet Mahkemesi&#8217;ne \u00fcye tayin edildi ve g\u00f6sterdi\u011fi liyakat dikkate al\u0131narak \u00fc\u00e7\u00fcnc\u00fc r\u00fctbeden &#8220;Ali-i Osman&#8221; ni\u015fan\u0131 verildi.18 May\u0131s 1906 tarihinde \u0130stinaf Mahkemesi \u00fcyesi iken kadro k\u0131s\u0131tlamas\u0131 yap\u0131l\u0131nca, Devlet \u015e\u00fbras\u0131 Temyiz Mahkemesi&#8217;ne nakletti.\u0130stinaf Mahkemesi \u00fcyesi iken 19 Ocak 1906 tarihinde bir tahkikat i\u00e7in Viran\u015fehir ve \u00e7evresine g\u00f6nderilmi\u015fti. Devlet \u015e\u00fbras\u0131 17 Mart 1911&#8217;de kapat\u0131l\u0131nca a\u00e7\u0131kta kald\u0131.<\/p>\n<p>Bundan sonra madd\u00ee s\u0131k\u0131nt\u0131lar \u00e7ekmeye ba\u015flad\u0131. Bu g\u00f6revlerinin d\u0131\u015f\u0131nda Vefa \u0130dadisi&#8217;nde &#8220;Kit\u00e2bet-i Resmiye&#8221; \u00f6\u011fretmenli\u011fi yapt\u0131. 1918 y\u0131l\u0131nda Dar\u00fclelhan m\u00fcd\u00fcrl\u00fc\u011f\u00fcne getirildi ise de 1.D\u00fcnya sava\u015f\u0131 sonras\u0131n\u0131n t\u00fcrl\u00fc s\u0131k\u0131nt\u0131lar\u0131 i\u00e7inde bu okul kapat\u0131lm\u0131\u015f, Rahmi Bey yine a\u00e7\u0131kta kalm\u0131\u015ft\u0131.B\u00f6ylece aral\u0131ks\u0131z otuz y\u0131l devlet hizmetinde bulunmu\u015f olan bu de\u011ferli sanatk\u00e2r b\u00fcy\u00fck bir yoksullukla y\u00fcz y\u00fcze gelmi\u015f oldu.Bu s\u0131ralarda az\u0131nl\u0131k okullar\u0131n\u0131n baz\u0131lar\u0131nda \u00f6\u011fretmenlik yaparak biraz olsun rahat bir nefes almaya \u00e7al\u0131\u015ft\u0131.1922 y\u0131l\u0131nda Dar\u00fclelhan ikinci kez a\u00e7\u0131l\u0131nca,yeniden m\u00fcd\u00fcrl\u00fc\u011fe getirilece\u011fini ummu\u015ftu. Bu g\u00f6reve Musa S\u00fcreyya bey getirilince b\u00fcy\u00fck bir umutsuzlu\u011fa d\u00fc\u015ft\u00fc. Fel\u00e2ketler bunlarla da bitmedi. Tek \u00e7ocu\u011fu olan k\u0131z\u0131n\u0131,b\u00fcy\u00fck bir \u00f6zenle yeti\u015ftirmi\u015f,kendi m\u00fbs\u0131k\u00ee a\u015fk\u0131n\u0131 ona da b\u00fct\u00fcn g\u00fcc\u00fc ile a\u015f\u0131lam\u0131\u015ft\u0131.Medeni Aziz Efendi&#8217;nin o\u011flu tanbur\u00ee ve hanende Z\u00fchd\u00fc Bey&#8217;le evlenen biricik k\u0131z\u0131n\u0131n,\u00f6nce mutsuzlu\u011funa tan\u0131k olmu\u015f,sonra verem hastal\u0131\u011f\u0131ndan sonsuzlu\u011fa yolcu etmi\u015fti. &#8220;B\u00f6ylece kolu, kanad\u0131 k\u0131r\u0131ld\u0131. Memuriyetten sonra a\u00e7\u0131kta b\u0131rak\u0131l\u0131nca m\u00fbs\u0131k\u00eeden feragat etti; n\u0131sfiyesini k\u0131rd\u0131. M\u00fckemmel n\u0131sfiye \u00e7alard\u0131. Hafif tesirli bir sesi vard\u0131.A\u015f\u0131k \u015fairler gibi rind me\u015frebliydi. Madd\u00ee \u015feylerle u\u011fra\u015fmay\u0131 sevmezdi.Tam bir \u015fark filozofu idi.Biz mektepte onu bu s\u0131fatlar\u0131yla takdir eder,severdik.&#8221; Bu yetene\u011finin ve ilgisinin etkisi sonucu ya\u015fad\u0131\u011f\u0131 d\u00f6nemin sanat adamlar\u0131yla ili\u015fki kurmu\u015f,bilgisini ilerletmeye \u00e7al\u0131\u015fm\u0131\u015ft\u0131. Servet-i F\u00fcn\u00fbn edebiyat ak\u0131m\u0131n\u0131 kurup geli\u015ftirenlerden ba\u015fta Rec\u00e2iz\u00e2de Mahmud Ekrem,Muallim Naci,Abd\u00fclhak H\u00e2mid, Tevfik Fikret gibi \u00fcnl\u00fc sanatk\u00e2rlar\u0131n \u00e7evresine girmi\u015f,onlardan yararlanm\u0131\u015ft\u0131r.<\/p>\n<p>Rahmi Bey, bestek\u00e2rl\u0131\u011f\u0131 kadar duygulu bir \u015fairdi. G\u00fcn\u00fcm\u00fcze gelen \u015fark\u0131lar\u0131n\u0131n \u00e7o\u011funun s\u00f6zleri,Rahmi Bey&#8217;in \u015fairane tabiat\u0131ndan kaynaklan\u0131r..Gerek bunlarda,gerekse Servet-i F\u00fcn\u00fbn dergisinde yay\u0131nlanan \u015fiirlerinde bir \u00f6zlemin,bir hasretin bir tabiat g\u00fczelli\u011finin izlerini bulmak m\u00fcmk\u00fcnd\u00fcr. Deniz pencerelerin \u00f6n\u00fcnde erimi\u015f ve kaymak ba\u011flam\u0131\u015f k\u0131zg\u0131n bir maden k\u00f6m\u00fcr\u00fc gibi \u00fcrpermeden uzan\u0131yordu.Sabahtan ba\u015flayan edebiyat sohbeti,yemekten sonra usan\u00e7 verir gibi olmu\u015f,Tevfik Fikret&#8217;in \u015fakalar\u0131,n\u00fckteleri,hicivleri bile yorgun ve durgun zihinlere \u015fevklerini iadeye yetmemi\u015fti. \u00dcstad bu esnada bir k\u00f6\u015fedeki sandalyenin kenar\u0131na ili\u015fmi\u015f, tombul\u00a0ellerini dizlerinin \u00fczerine kavu\u015fturmu\u015f,efendi efendi oturan Rahmi Bey&#8217;e d\u00f6nerek:<\/em><\/p>\n<p><em>-Rahmi Beyefendi, yeni bir \u015feyler yok mu ? diye sordu. M\u00fcmk\u00fcn oldu\u011fu kadar her m\u00fbs\u0131k\u00ee toplant\u0131s\u0131na gider,yap\u0131lan m\u00fcstesna fas\u0131llara bazen n\u0131sfiyesi,bazen de sesi ile kat\u0131l\u0131rd\u0131.\u00c7a\u011f\u0131n\u0131n \u00fcnl\u00fc ustalar\u0131ndan olan Ra\u00fbf Yekt\u00e2 Bey,Ud\u00ee Nevres Bey, Ali Rifat \u00c7a\u011fatay,\u0130smail Hakk\u0131 Bey,Leon Hanc\u0131yan&#8217;la sanat arkada\u015fl\u0131\u011f\u0131 yaparak,m\u00fbs\u0131k\u00eemizin pratik y\u00f6nlerini kusursuz bir \u015fekilde \u00f6\u011frenmi\u015fti.Edindi\u011fi bu bilgileri,kendi sanat tezg\u00e2h\u0131nda, e\u015f\u015fiz melodi motifleri ile dokuyarak \u015fark\u0131 formunun en karakteristik ses \u00e7izgileri ile belirlemi\u015fti.<\/p>\n<p>Bu nedenledir ki, iyi n\u0131sfiye \u00fcflemesi ve g\u00fczel bir okuyu\u015f \u00fcsl\u00fbbu olmas\u0131na ra\u011fmen,Rahmi Bey&#8217;in as\u0131l \u00f6nemi bestekarl\u0131\u011f\u0131 ile ilgilidir. Onun i\u00e7in &#8220;Lemi Atl\u0131 ile hareket noktalar\u0131 bir,yollar\u0131 birbirine muvazi iki sanat yolcusundan biridir.&#8221;Son d\u00f6nemin en ilgi \u00e7ekici ve kl\u00e2sik formun en sa\u011flam eserlerini veren ustas\u0131d\u0131r.\u015eark\u0131lar\u0131na kendi \u015fiirlerinden ba\u015fka,\u00e7evresinde bulundu\u011fu \u015fairlerin eserlerinden s\u00f6z se\u00e7mi\u015ftir.K\u0131rk\u0131 a\u015fk\u0131n eseri,\u015fark\u0131 gelene\u011finin en g\u00fczel \u00f6rneklerindendir.Beste-s\u00f6z,g\u00fcfte-makam,g\u00fcfte-ritm ili\u015fkisini ola\u011fan\u00fcst\u00fc d\u00fczeyde kullanm\u0131\u015f,son derece duygulu,parlak,sanatl\u0131,az ve \u00f6zl\u00fc eserler vermi\u015ftir.Geleneksel kurallara ba\u011fl\u0131 olmakla birlikte,eserlerine s\u00f6z olarak se\u00e7ti\u011fi \u015fiirlerdeki duygu unsuruna yak\u0131\u015facak de\u011fi\u015fiklikler yapabilmi\u015ftir.Bunun i\u00e7in Rahmi Bey&#8217;in eserlerinde bu ince hesaplar\u0131n izlerini bulmak her zaman i\u00e7in m\u00fcmk\u00fcnd\u00fcr.Lirik bestek\u00e2rlar\u0131m\u0131zn ba\u015f\u0131nda gelir.<\/p>\n<p>Bilindi\u011fi gibi Rahmi Bey&#8217;in ya\u015fad\u0131\u011f\u0131 y\u0131llarda bat\u0131dan gelen sanat esintilerinin \u015fiddeti biraz daha artm\u0131\u015ft\u0131.Her m\u00fbs\u0131k\u00ee\u015finas gibi Rahmi Bey de bu etkiden b\u00fcsb\u00fct\u00fcn uzak kalamam\u0131\u015f,bu espriyi ta\u015f\u0131yan birka\u00e7 eser bestelemi\u015ftir.Yukar\u0131da da de\u011findi\u011fimiz gibi s\u00f6zleri Rec\u00e2iz\u00e2de Ekrem Beye ait olan &#8220;S\u00fcz\u00fcp s\u00fcz\u00fcp de ey melek&#8221; g\u00fcfteli Nihavend \u015fark\u0131s\u0131 ile s\u00f6zleri kendinin olan &#8220;Ey mutrib-i zevk \u00e2\u015fina&#8221; g\u00fcfteli K\u00fcrdilihicazk\u00e2r \u015fark\u0131s\u0131 say\u0131labilir.Bu son \u015fark\u0131n\u0131n ilgin\u00e7 bir hik\u00e2yesi var:<\/p>\n<p>&#8230;Rahmi Bey kadro d\u0131\u015f\u0131nda bulundu\u011fu y\u0131llarda, m\u00fbs\u0131k\u00ee\u015finas dostlar\u0131n\u0131n birinin d\u00fc\u011f\u00fcn\u00fcne davet edilmi\u015fti.Elbetteki b\u00f6yle bir davete eli bo\u015f gidilemezdi;bir hediye almak gerekiyordu.Fakat g\u00f6revinden uzakla\u015ft\u0131r\u0131lm\u0131\u015ft\u0131.B\u00f6yle bir hediyeyi kolay kolay temin etmek pek de m\u00fcmk\u00fcn de\u011fildi.Bu d\u00fc\u015f\u00fcnce ile heyecanlanarak hemen \u015fu g\u00fcfteyi yazd\u0131,besteledi.
